Johnnie Miller, Chief Executive Officer of the Utah Counties Indemnity Pool (UCIP), will be honored next month at the Association of Governmental Risk Pools (AGRiP) Conference. Miller was chosen by the AGRiP Board of Directors to receive AGRiP’s highest individual award, the Excellence in Service Award, in recognition of his three decades of service to the public entity pooling profession. Miller has developed a well-rounded base of expertise. As CEO of UCIP since 2008, he is often called upon to interpret statutes governing public entities in the State of Utah. He maintains relationships with several state officials, and is heavily involved in the Counties’ Civil Attorneys Legislative Advisory Committee and the Utah Association of Counties Legislative Committee. He holds multiple professional designations through the Insurance Institute of America and the National Alliance for Insurance Education. A former member of the AGRiP Board of Directors, Miller has also served in several committee positions for County Reinsurance Limited (CRL), served on the Board of Directors of the National League of Cities Mutual Insurance Company (NLCMIC) , and is president of Utah’s Chapter of the Public Risk Management Association. AGRiP is the world’s largest member association of governmental risk pools, with over 500 members in the U.S., Canada and Australia.
The Great Utah ShakeOut will occur on Thursday, April 19, and is a fantastic way to prepare to survive and recover from an earthquake.
Although you’re not likely to feel most of them, Utah experiences 800 earthquakes on average per year. With a major earthquake expected to occur at some point along the Wasatch Fault Line, the damage to life and land in Northern Utah would be devastating. That’s why now, more than ever, it is important to be prepared.
More than 1 million Utahns participated in the ShakeOut last year, and we hope you will join us in participating this year. There are many ways for individuals, businesses, schools, faith-based organizations, community groups, scouts, and others to participate in the ShakeOut, to get prepared for earthquakes, and to share what you’re doing with others so they can do the same. This annual safety conference will feature breakout sessions on a variety of topics, keynote speakers, networking luncheons, and an expo highlighting the latest in safety products and services. This conference will provide you with a great opportunity to network with others while learning from presenters and keynote speakers.
The rate for Utah Safety Council members is $250 — non-members may attend for $350, while students may attend for $50. Groups of 5 or more qualify for a discounted rate.

Please join us in welcoming UCIP’s newest staff member, Alex Getts.
Alex has accepted the newly created position of Education & Training Specialist. He will be coordinating educational opportunities for UCIP Members and members of the Utah Association of Counties (UAC), plan conferences and meetings, and develop effective training programs for members. He is pleased to be joining UCIP and looks forward to working with the members.
Alex is a Utah native, having lived in the Salt Lake area the majority of his life. He attended Salt Lake Community College and the University of Utah, where he graduated with a degree in political science. Following his undergraduate, he attended Penn State University, where he earned a master’s degree specializing in public health preparedness.
Alex has worked in a few different fields prior to joining UCIP. For a number of years, he worked at a firm in Sugar House where he designed and drafted fire alarm systems before moving to education in coordinative roles at Western Governors University and the University of Utah. However, he’s always had an eye on moving into a deeper association with local or state government, and is exceptionally happy to be joining UCIP.

The State of Utah mandates that all boiler and pressure vessel equipment are required to be inspected and issued a permit to operate once every two years. While exceptions exist in the Prohibiting Employment of Relatives Act, special accommodations must be made when an employee is supervised by a relative. Ms. Dunn will review the Act and provide her thoughts on how to utilize the exceptions in the Act.

The Utah Department of Public Safety has been conducting training on preparedness for active shooter incident. Sergeant Weber will discuss the importance of active shooter training, what is involved in planning for an active shooter exercise, and the basics of how to react if you are caught up in an active shooter incident.
Effective Safety Training Techniques for the Trainer: Danielle Denne
Training is a crucial part of any agency’s risk management efforts. Some training must be tailored to your agency’s specific policies and procedures, which require you to occasionally develop your own training presentations. Ms. Denne will provide insight into how to develop and present an effective training session.
Promoting the Portal—Training for Officials and Employees: Tony Green
On-line training provides your agency a great way to train employees on a wide variety of topics, in a very flexible format, with solid documentation of the training completed. Mr. Green will review how to best utilize the on-line training option to supplement your overall training programs.
